2. a place called ...; places known as ...
学校というところには行ったことがありません。I have never been to a place called school.
3. I would say ...; ... is how I'd put it; I suppose that ...; it's the case that ...; the situation is that ...

協力もしないが、攻撃もしないというところですね。I would say that they neither cooperate nor attack.
